The Human Resources Department is responsible for recruiting, developing policies and procedures, conducting employee orientation, training programs, employee relations, performance appraisal systems, administering supplement insurance, and compensation programs.

This department also provides support for department heads and supervisors to ensure a smooth transition for prospective employees. Human Resources also monitors and works closely with department heads on employee relations, personnel laws and requirements.

The City of Cairo has an Open Door Policy. This policy allows employees to address their concerns or complaints related to discrimination or unfair treatment due to age, race, gender or disability without retaliation.
