Principal Civil Engineer

Salary Range: $95,000- $115,000 annually, based on qualifications and experience
Position Summary
The Principal Civil Engineer is responsible for leading and performing advanced engineering work in support of the City’s infrastructure systems, including City-owned water, wastewater, storm drainage, and transportation systems, and coordinating with gas and electric utility operations as needed.
This position provides technical expertise, prepares engineering studies and reports, and supports the planning, design, and implementation of capital improvement projects. The role works closely with the City Manager, department directors, consultants, and developers to ensure projects are completed efficiently and in compliance with applicable standards.
Essential Duties and Responsibilities
Engineering & Technical Oversight
- Prepare and review engineering studies, reports, and technical analyses
- Provide professional engineering support for water, wastewater, stormwater, and roadway systems
- Evaluate infrastructure needs and recommend improvements and solutions

Ensure compliance with local, state, and federal regulations
Water, Wastewater & Stormwater Systems
- Oversee engineering related to water distribution and wastewater collection systems
- Support planning and upgrades to treatment and conveyance infrastructure
- Review and evaluate storm drainage systems and erosion control measures

Assist with regulatory compliance (EPD, GEFA, and related programs)
Transportation & Traffic Engineering
- Analyze roadway conditions and traffic patterns
- Prepare traffic studies, sight-distance evaluations, and safety assessments
- Assist with roadway design, improvements, and transportation planning

Review encroachment permits and right-of-way impacts
Development Review & Coordination
- Review site plans, plats, and construction drawings for commercial and residential development
- Conduct pre-construction meetings with developers and contractors
- Coordinate with Public Works, Utilities, and other departments

Ensure development projects meet City standards and requirements
Project Management & Capital Planning
- Support planning and execution of capital improvement projects
- Coordinate with engineering consultants and contractors
- Monitor project progress, timelines, and budgets
- Actively support grant-funded projects and funding opportunities
Grants & Funding Support
- Assist in identifying and supporting grant opportunities, including Georgia Department of Community Affairs (CDBG), Georgia Environmental Finance Authority (GEFA), and other state and federal programs
- Prepare or support engineering reports, cost estimates, and documentation required for grant applications
- Coordinate with grant administrators and consultants to ensure compliance with funding requirements
- Assist with project implementation, reporting, and closeout for grant-funded projects
Inspections & Field Work
- Conduct site visits and inspections related to development and infrastructure projects
- Respond to public concerns related to drainage, traffic, and infrastructure
- Ensure construction aligns with approved plans and specifications
Administrative & Reporting
- Prepare reports and recommendations for the City Manager and Council
- Maintain project documentation and engineering records
- Provide technical guidance to staff and leadership
Qualifications
Education & Experience
- Bachelor's degree in civil engineering required
- Minimum of 10–15 years of progressively responsible engineering experience
- Licensed Professional Engineer (PE) in the State of Georgia required
Certifications (Preferred)
- Experience in municipal or public infrastructure projects strongly preferred
- Valid Georgia driver’s license
Knowledge, Skills, and Abilities
- Strong knowledge of civil engineering principles and municipal infrastructure systems
- Experience with water, wastewater, stormwater, and transportation systems
- Familiarity with Georgia EPD, GDOT, and applicable regulatory standards
- Ability to prepare and review technical reports and engineering documents
- Strong project management and organizational skills
- Effective communication with technical and non-technical stakeholders
Work Environment
- Combination of office and field work
- Regular site visits and inspections required
- Occasional exposure to outdoor weather conditions and construction environments
